NPC Factions
Akatsuki, Rogue and Outlaw NPCs attack players on sight (except players in creative or spectator mode). All other factions are passive toward players unless hit, or never fight at all.
Konoha Shinobi
- 52 characters: Naruto, Sasuke, Kakashi, the Konoha 11, their senseis, the Hokages, clan heads and more.
- Passive to players until hit; then they fight back, and nearby Konoha shinobi may join in.
- They fight the Akatsuki, rogues and outlaws on sight.
- They do not despawn. They spawn naturally in forest biomes, in groups of 1-2.
- For honor and respect, Konoha shinobi count as Leaf ninjas.
Akatsuki
- 16 characters: Pain, Konan, Itachi, Kisame, Sasori, Deidara, Kakuzu, Hidan, Orochimaru, Tobi, Obito, Zetsu, Juzo, and Taka's Suigetsu, Karin and Jugo.
- Hostile on sight to players, and they fight other factions.
- They despawn like hostile mobs, and spawn naturally anywhere in the overworld, in groups of 1-2.
Rogue Ninjas
- 24 characters: Genin, Chunin, Jonin and ANBU of each open village, tiers 1 to 4 (the Sound's rogues arrive with the Hidden Sound in a future update).
- Missing-nin are hostile on sight to everyone: players and every other shinobi, other rogues included.
- They do not spawn naturally; they appear in missions. Their natures and jutsu are rolled when they first appear (see Rogue Ninja Loadouts).
Kage
The villages' leaders. They never fight and cannot be harmed; they give out missions.
Outlaws
- 146 characters: bandits (bandit, brute, chief, archer, desert, highland and fog bandits), scavengers, thugs, smugglers, pirates (up to the Pirate Admiral), undead sailors and captains, air pirates, mercenaries, saboteurs, spies, renegade and head monks, cultists, assassins, gladiators, convicts, syndicate members and bosses, warlords, puppets and puppet masters, skeleton miners, mummies, tomb guardians, the Pharaoh, Edo warriors and a reanimated Kage, curse-mark subjects and titans, test subjects and a mad scientist, the Sound Four, the legendary swordsmen and kekkei genkai masters, Pain's six paths, clan wardens and guards, clan lords, Madara, the trial bosses (Fugaku, Hiashi, Hashirama, Onoki, Shikaku, Inoichi and Pain), and the foes of the themed armour trials: Amegakure Tower Guards, Samurai of the Land of Iron, Otogakure Ninja, Root Agents, Sparring Jonin, and Itachi, Kisame, Konan, the reanimated Hiruzen and Tobirama, A the Fourth Raikage, Mei Terumi, Shisui, Orochimaru, Danzo, Might Guy, Neji and Killer Bee, and Rock Lee, who fights beside Guy in the Trial of the Eight Gates.
- Hostile on sight to players and other factions, but never to each other.
- Used as mission foes and in trials and exams; they do not spawn naturally.
Civilians
- 8 characters: courier, harvester, archaeologist, miner, refugee, stonecutter, worker and injured shinobi.
- They never fight or wander; they only look at players and around them.
- They can be hurt, since they are the wards of escort, defend and rescue missions. Hostile factions will attack them; peaceful ones leave them alone. They do not despawn.
Village Service NPCS
- Medical ninjas: one per village. They heal and sell supplies for ryo. They never fight and cannot be harmed.
- Roaming village ninjas: 36 looks (for each open village a Jonin, an ANBU and four Genin looks). Village ninjas on the road, passive until hit.
- Chakra engineers: one per open village, such as "Leaf Chakra Engineer". They turn chakra fragments and pity tokens into DNA. They never fight and cannot be harmed.

- Ramen Guy: a shopkeeper who sells ramen and snacks for ryo. Never fights and cannot be harmed.
